You do not need legal knowledge to use this portal. The content is written for people who have never read a financial regulation in their life and have no reason to start. What you do need is a willingness to understand what your rights actually are.

When you take out a loan in Croatia, the bank is required by law to provide you with a standardized information sheet. It contains the EIR, the total repayment amount, all applicable fees, and the conditions under which the interest rate can change. Most people receive this document and sign without reading it carefully.
That is not a moral failing. The documents are long, the terminology is technical, and there is rarely anyone on hand to explain what any of it means. The result is that consumers sometimes end up in loan arrangements they did not fully understand.
If you believe your bank has charged you incorrectly, applied a clause unfairly, or failed to honor its obligations, you have the right to file a formal complaint. The bank must respond. If it does not respond satisfactorily, you can escalate to HNB. If that process also fails to resolve the matter, you retain the right to pursue legal action.
Most consumers do not know this chain of options exists. They accept the bank's first response as final. This portal is here to explain that it is not.
